South Florida Flying Taxis Move Closer to Reality as Archer and Stephen Ross Partner

South Florida flying taxis are moving from concept to reality as billionaire developer Stephen Ross partners with Archer Aviation to launch electric air taxi service across Miami and Palm Beach County. The initiative aims to address worsening traffic congestion by deploying electric vertical takeoff and landing aircraft, or eVTOLs, supported by new vertiport infrastructure.
A Billionaire-Backed Push Into Advanced Air Mobility
Billionaire developer and Miami Dolphins owner Stephen Ross has partnered with Archer Aviation to bring electric air taxis to South Florida. The plan focuses on building infrastructure for electric vertical takeoff and landing aircraft, known as eVTOLs. The initiative positions the region as one of the country’s earliest testing grounds for advanced air mobility.
Ross has pledged roughly $10 billion to redevelop West Palm Beach. As part of the effort, he is offering several high-profile sites as potential vertiport locations. These include a private golf course and Hard Rock Stadium in Miami. His firm, Related Ross, also plans to develop a dedicated vertiport within one of its West Palm Beach projects. Archer expects to begin testing passenger rides in 2026.
Traffic Pressure Drives Interest in Air Taxis
Ross’ investments have already attracted hedge funds, private equity firms and technology companies to Palm Beach County. The influx has brought high-paying jobs but has also intensified traffic congestion across the region.
Florida’s population has grown about 8% since 2020. Miami’s population increased more than 10% between 2020 and 2024. Traffic has worsened alongside that growth. The Texas A&M Transportation Institute reported that Miami-area commuters spent 93 hours in traffic in 2024. That figure exceeds the national average by roughly 30 hours.
“I think anybody moving to a region associates growth with traffic,” said Jordan Rathlev, executive vice president at Related Ross. “The city and county are focused on addressing it in a thoughtful way.”
Existing Transit Falls Short of Demand
South Florida offers alternatives such as Brightline and Tri-Rail. However, ridership has not grown enough to meaningfully reduce congestion. As a result, planners now view air taxis as a potential complement to existing transportation networks.
“Anything that removes vehicular demand from our roads would help congestion,” said Lily Elefteriadou, director of the University of Florida’s Transportation Institute. “That assumes the impact is large enough to matter.”
At the state level, the Florida Department of Transportation has launched an Advanced Air Mobility initiative. The program focuses on statewide planning, safety coordination and partnerships with industry and research institutions.
Developers Plan for Long-Term Mobility
For Related Ross, mobility plays a central role in long-term planning. The firm has helped attract companies such as ServiceNow and supported efforts to bring Vanderbilt University to West Palm Beach.
“Companies in the eVTOL space matter to us as a developer and as a steward of the region,” Rathlev said. “If you are not planning for long-term infrastructure, you are not planning for the future.”
Industry leaders say acceptance has accelerated quickly. JC Asencio, infrastructure and emerging markets partnerships manager at Wisk Aero, noted the shift.
“Three years ago, people compared this to The Jetsons,” Asencio said. “Now, 37 states participate in the Advanced Air Mobility Multistate Collaborative.”
Archer’s South Florida Network Takes Shape
Archer sees South Florida as an ideal launch market due to congestion and a relatively supportive regulatory environment. The company plans to connect Miami, West Palm Beach, Boca Raton and Fort Lauderdale with up to 12 vertiports.
Archer has secured partnerships at major regional airports. These include Miami International Airport, Fort Lauderdale-Hollywood International Airport and Palm Beach International Airport. Ross is also offering private locations, such as the helipad at Apogee Golf Club in Hobe Sound and Hard Rock Stadium in Miami Gardens.
Archer and Related Ross have agreed to build a new vertiport in downtown West Palm Beach. While details remain limited, Archer said mixed-use developments offer the best fit for vertiport integration.
In Miami, Archer has partnered with Dragon Global to develop a vertiport at the planned Magic City Innovation District in Little Haiti.
Pricing, Performance and Rollout Timeline
“Our plan is to take a crawl, walk, run approach,” said Archer Head of Government Affairs Melissa McCaffrey. Early operations will rely on existing aviation infrastructure and point-to-point routes. Initial flights will operate at a low volume to limit disruption.
Rides will cost about $200 per person at launch. Prices should fall as the network expands.
Archer’s aircraft, called Midnight, carries four passengers and reaches speeds up to 150 miles per hour. A flight from Miami to West Palm Beach would take roughly 30 minutes. The company expects to begin test flights next year, pending Federal Aviation Administration certification. Archer aims to open service to the public by 2028.
Federal Support and Growing Competition
Federal policy has added momentum. The Trump administration recently announced a program to fast-track eVTOL testing and certification. The initiative allows private companies and governments to apply with detailed proposals. Officials will select at least five projects in March.
Even without federal selection, Archer plans to proceed with its South Florida rollout.
The region has also drawn interest from competitors. Wisk Aero is working with the Miami-Dade Aviation Department to evaluate vertiport sites at several local airports. The company plans to launch autonomous eVTOL service by 2030.
Cautious Optimism From Transportation Experts
Despite strong backing, experts caution that the sector remains unproven. Regulations, business models and public adoption still present challenges.
“There are a lot of unknowns,” Elefteriadou said. “The potential is significant, but many details must be resolved before consumers see this as a reliable option.”
